Facilities Memo Dated 9/15/86 <br />ISSUE - <br />1.- Present information regarding current steps being taken in <br />relationship to the site evaluation. <br />2. presentation of a review process of the site evaluation and <br />criteria development. <br />INTRODUCTION - At the Council's February 8, 1988 meeting the <br />Council accepted the information regarding the first phase of the <br />study and undertook the se..und phase of the study which was a <br />site evaluation of two alternative sites. The firm doing the <br />site analysis has reviewed both sites and in light of the space <br />study, has been developing block diagrams to see how they <br />coordinate with the site together with selected setback and site <br />needs. Staff has presented the consultant with as much <br />documentation as it has available on the two situ. <br />DISCUSSION - The primary focus at this meeting is on Issue 2 to <br />determine a process that. the Council would like to have <br />undertaken during this site analysis phase. The principal goals <br />of this review are the following: <br />a. Development of criteria for site analysis of the <br />facility (regardless of location). <br />h. Review of the preliminary sites taking comments from <br />the persons involved in the process as to particularly <br />land use issues an,i zoning requirements. <br />In addition to Council and staff participation in this matter <br />there has been expressed desire on the part_ of the Planning <br />Commission, with concurrence by Council and staff, that Planning <br />Commission he involved in this site evaluation process to lend <br />particularly their land use expertise in the siting criteria. <br />The consultant is developing draft criteria plus layout block <br />schemes on each of the sites being studied which will be the <br />subject of the reveiw at this point by those involved. <br />A; TFRNAT .
