2. Table <br />RECOMMENDATION <br />-------------- <br />Issue 1. _ Financing - It is presently recommended; <br />a.) That the City utilize a general tax fund levy <br />instead of Municipal State Aid Funds for the portion the <br />City decides to pay of the project, <br />b.) That the City over the next four months work to more <br />fully develop its MSA capital improvement program, <br />c.) That the City undertake the storm sewer district to <br />pay for the $84,000 portion as a special taxing utility <br />area, <br />d.) The City preliminarly allot $126,090 for the <br />assessments to the properties with the City picking up <br />approximately half of the cost for the residential <br />sidewalk, <br />e.) That the staff be directed to set a special <br />asseGsment hearing towards the end of the project, but <br />prior to September _,a order to certify for the 1989 <br />taxes, <br />f.) That the City determine over the next two months <br />whether it should undertake financing out of internal <br />funds or bond for the project, <br />g.) That the City agree to undertake to the snow removal <br />in the winter time on the sidewalks, <br />h.) That staff be directed to do further work to <br />determine if street lights should be constructed as part <br />of the project. <br />Issue 2 - Agreement - It is recommended that the agreement be <br />tabled pending negotiation on d sired changes with the County. <br />PROPOSED MOTION - Moved by __, seconded by , that the Council <br />adopt the following preliminary financing plan: <br />a.)
