Determination as to the type of lighting the City would like on <br />County Road 15 <br />B. Means to finance the lighting <br />C. Selection of design engineer to undertake the project if the City <br />desires to do project <br />Issue 2. - County Road 15 - Financing - <br />Determination as to method of financing the project. <br />INTRODUCTION - At the Council's February 22, 1988 meeting the issues <br />regarding lighting and financing were discussed. The issues were tabled at <br />that time as Councilmembers wanted more time to consider the issues related <br />to lights, together with more time to think through the ramifications of <br />the financing. <br />In a review of the financing on the project as to appropriate dates <br />regarding required actions, the staff has come to the determination that <br />the City will not be able to use special assessments for the portions being <br />done by the County as the contract has been awarded before the City held <br />its first formal special assessment hearing. This limits the City's <br />options on that portion to General Fund and Municipal State Aid monies <br />(which was originally contemplated as noted in Appendix B) together with an <br />impact on bonding and special levies. The City could still use special <br />assessments for the lighting if it chose to do such. <br />DISCUSSION - <br />ISSUE NO . 1 - STREET LIGHTING - <br />A. Joint City Project - There is a savings of approximately $1,000 per <br />City should the City of Spring Park and Orono jointly use the same <br />design engineer for their project. The City of Spring Park is <br />interested in such an arrangement and at their March 21st meeting they <br />decided to go ahead with such a project. <br />
