MINUTES OF THE REGULAR ORONO „OUNCIL MEETING HELD FEBRUARY 22, 1988 <br />HENNEPIN COUNTY DEPARTMENT OF <br />TRANSPORTATION/CITY OF ORONO <br />COUNTY ROAD 15 <br />CONDITIONAL USE PERMIT/VARIANCE <br />RESOLUTION #2376 <br />City Administrator Bernhardson explained that upon <br />review of the proposed construction to upgrade County <br />Road 15, it was determined that a land use application <br />would have to be filed by the County in order to cover <br />the encroachment of the required setback to the <br />lakeshore adjacent to the Spring Park border, a <br />designated wetlands on the north side of County Road 15 <br />in addition to filling .05 acres of a floodplain. Some <br />of the residents in that certain area had some special <br />concerns about the impact on these very limited <br />properties. In one case, a shed will have to be moved to <br />accomodate some off street parking - however, this issue <br />must be considered in a separate application as it is <br />not in the County right-of-way. <br />City Administrator Bernhardson noted that additional <br />right-of-way is needed at the intersection of Co»nty <br />Road 15 and Dunwoody that will be dedicated by the <br />church. This will result in a narrower intersection <br />than presently exists and should slow down the initial <br />traffic. <br />It was moved by Councilmembei Callahan; seconded by <br />Councilmember Peterson, to adopt Resolution #2376 <br />granting the Conditional Use Permit and Variance as <br />proposed. Motion, Ayes 4, Nays 0. <br />CLEAN FILL ORDINANCE <br />ORDINANCE NO. 47, SECOND SERIES <br />City Administrator Bernhardson explained the proposed <br />ordinance amendment clarifying the definition of "clean <br />fill". <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Callahan, to adopt Ordinance No. 47, <br />Second Series as proposed. Motion, Ayes 4, Nays 0. <br />
