MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD FEBRUARY 22, 1988 <br />COUNTY ROAD 15 FINANCING CONTINUED <br />City Administrator Bernhardson explained the issue (f <br />bond financing and levy limit for Council. <br />Councilmember Callahan inquired about the Kelly <br />Ave./Casco Cove water problems and the possibility of <br />that area being a storm sewer project. <br />It was moved by Councilmember Peterson, seconded by <br />Councilmember Goetten, to table this matter for further <br />review and information. Motion, Ayes 4, Nays 0. <br />rTq'Y OF ORONO COMPENSATION PROGRAM <br />RESO:'.UTION #2377 <br />City Administrator Bernhardson presented for Council.'s <br />consideration the following issues: <br />1. Adoption of a formal compensaion program for City <br />employees. <br />2. Tf a compensation program is adopted, <br />consideration of any adjustments to bring wages and <br />salaries which had been initially set prior to <br />program adoption in order to implement the formal <br />program. <br />3. Adoption of a formal program for benefits for <br />part-time regular employees. <br />lie stated that due to the extensive amount of <br />information in this packet, Council may wish to tale <br />for further review. However, he recommended adoption <br />of the proposed 1988 compensation adjustments for the <br />Assistant Finance Director ar:d the three part-time <br />individuals because these were not included in the <br />adjustments made in December 1987. Also, Council may or <br />may not choose to adopt the formal program for benefits <br />for part-time employees independently. <br />Councilmember Goetten asked why these employees were not <br />included in the December 1987 adjustments? <br />City Administrator Bernhardson stated that they did not <br />have the internal equity valuetion3 for these positions <br />at that time. <br />Councilmember Callahan viewed this as a matter that was <br />completely beyond the compreh,?nsion of anybody other <br />than the group of experts and therefore felt, in this <br />particular case, Council should accept the plan. <br />Councilmember Goetten noted that c:)trparable worth is <br />State law and nothing can be done •e)ut it, but she <br />as a Councilmember would like to t 3 understand the <br />proqram.
