Zoning File #1245 <br />Additional Comments i Planning Commission Recos endation <br />February 17, 1988 <br />Planning Commission voiced concern for the small residential lot <br />owners adjacent to the County Road. They questicned staff regarding <br />landscaping or other improvements that would provide some form of screening <br />by the encroachment of the road improvements. Staff advised that � permit <br />from the County is required. Planning Commission sympathized with the <br />adjacent land owners who will be affected by the improvement but realized <br />that based on the public needs, such improvement would be difficult to <br />either amend or prevent. <br />The Planning Commission voted unanimously to approve the conditional <br />use permit and variance application of the Hennepin County Department of <br />Transportation for the upgrading of County Road 15 within the Navarre area <br />finding all standards of Section 10.03, Subdivision 19 and Section 10.55, <br />Subdivision 8 have been fulfilled and approved the application subject to <br />the conditigns set forth in the staff recommendation also adding the <br />following fourth condition: <br />4. The City would encourage the County to approve the use of <br />screening within portions of the adjacent unused right-of-way <br />providing screening and additional landscaping for properties most <br />affected by the improvement of the County Road as long as these <br />improvements did not create traffic hazards. <br />The enclosed resolution has been drafted per the Planning Commission <br />recommendation. <br />
