EXECUTIVE DIRECTOR <br />January 25, 1988 <br />Frank Colle <br />Minnetonka Power Squadron <br />1845 Watertown Road <br />Long Lake, MN 55356 <br />Dear Mr. Colle: <br />Thank you for your recent letter concerning the change <br />in O L Power Squadron's 1988 dock license fee. <br />The District has periodically reviewed its license and <br />permit fees to determine any increase needed to offset <br />the cost of these programs. Early in 1987 the District <br />amended the Code to provide that any change of multiple <br />dockage resulting in an increase in slip size should require <br />a new Special Density Permit. In conjunction with this <br />discussion, the Board decided that dock license fees should <br />also be based upon slip size. The District then determined <br />that the base fee should remain the same but that a size <br />factor, called a Watercraft Storage Unit (WSU), and a <br />schedule for calculating the fens should also be introduced. <br />You received a copy of the resulting amendment with your <br />dock license application f_r 1988. <br />You have asked several questions: <br />1. Should this be called a user tax? In response, we <br />believe this is a license fee adopted for covering the <br />reasonable costs of administration of multiple dock licenses <br />on the Lake. It covers all residential multiple and commer- <br />cial dock licenses, public and private, including private <br />clubs. <br />2. Is this a form of double taxation for transients? We <br />do not license the person or boat but the facility. There- <br />fore if person chooses to store a boat at two locations, <br />he would fall under the licenses of both locations. You <br />may wish to note that the Power Squadron dockage is not <br />strictly transient, since overnight boat storage is <br />permitted. <br />(more) <br />
