OPTION 7. Installation of municipal sanitary sewer. <br />The benefits of municipal sewers from a long-term standpoint <br />are many. Very little homeowner maintenance is required once the <br />system is in place, because the City maintains the system. Water <br />use contraints imposed by limited capacity septic systems are no <br />longer a concern. Once the area previously devoted to septic <br />systems is no longer needed for that purpose, many property <br />owners would gain the ability to expand their living space, add <br />aL,.rages and generally improve the quality of housing in the <br />ne'Dh:,orhood. This has proven to be the case in the Crystal Bay <br />area of Orono which was recently sewered. <br />The feasibility and costs of installation of a sanitary <br />sewer serving the Stubbs Bay Northeast and Stubbs Bay Northwest <br />sub -areas have preliminarily been documented in the feasibility <br />report entitled "Stubbs Bay Sanitary Sewer Improvements for amity <br />of Orono, Minnesota" prepared by Bonestroo and Associates in 1984 <br />(Appendix 3). The cost estimates of that survey have been <br />updated for the 1988 construction year. Updated estimated cost <br />to serve Stubbs Bay Northwest is $372,244, with a range of cost <br />of $14,300-16,900 per unit depending on whether specific <br />properties are included. (A few properties in the Bayside North <br />sub -area were included in this unit estimate.) Updated estimated <br />cost to serve Stubbs Bay Northeast is $509,709, or $12,750 per <br />unit based on 40 potential units. <br />Stubbs Bay Northwest would have to be completed in order for <br />the Stubbs Bay Northeast project to be feasible. Most properties <br />in Bayside North and all properties in Bederwood and Bayside East <br />were excluded from the Bonestroo 1984 feasibility study. <br />Costs of connection, including SAC, permits and hookup <br />charge could range from $1,000-$3,000 additional per unit. <br />Maintenance costs to the homeowner would be in the form of a <br />quarterly sewer usage charge. Currently that charge is $51.15 <br />per quarter or $204.60 per year. <br />29 <br />
