A preliminary study in 1983 by Bonestroo and Associates <br />investigated a proposed route for a collection system and force <br />main serving Stubbs Bay NE and Stubbs Bay NW. The force main was <br />proposed to run adjacent to the Bederwood and Bayside north <br />areas (see Appendix 3). <br />The current Alternative Waste Management Study was commenced <br />in 1985 pursuant to the 1980 Comprehensive Plan recommendations. <br />C. Overview of the Current 5 Potential Problems <br />1. Historically Dense Development <br />The Stubbs Bay Area of west central Orono contains pockets <br />of historically dense development. At the northwest side of <br />Stubbs Bay, the plat of "Hillside Park" was filed on December 6, <br />1912, creating 31 lots averaging 50' wide and ranging from 200' <br />to 700' deep. Approximately half the lots border the lakeshore. <br />Northeast of Stubbs Bay, "Bayside Addition to Lake Minnetonka" <br />was filed on April 18, 1912, platted into 68 lots averaging 50' x <br />125' each. These are, for the most part, non -riparian lots on <br />Tonka and Crestview Avenues. Between these two plats, on the <br />north side of the Bay, Auditors Subdivision No. 203 c•eated a <br />number of lots in 1928, ranging from 1/4 acre to 3 ,cres in <br />area. All of these plats occurred long before any zoning <br />regulations were adopted in Orono. <br />It is clear that the Hillside Park and Bayside Addition <br />plats were originally intended for summer cabin use, and Lake <br />Minnetonka was a well-known resort area in the early part of this <br />century. As time progressed, many of the small cabins were <br />remodeled and converted to year-round residences, so that today <br />the Stubbs Bay Area contains mainly homestead properties. <br />The first zoning regulations affecting the Stubbs Bay area <br />were adopted in 1950 which established the Stubbs Bay District <br />(in Sections 5, 6, 8, 31, and 32) as a private residential <br />district with minimum building lot area of 1 acre. In 1975, the <br />Stubbs Bay area was rezoned to LR-lA Single Family Lakeshore <br />Residential, 2-acre minimum lot size. A portion of the study <br />area north of Bayside Road and west of the Riedel Company <br />Addition, was recently rezoned from RR-lA, 5 acre Rural <br />Residential to LR-lA.
