B. Boundaries of Study Area; Sub -Area Designations; <br />Previous Studies <br />The 1980 Community Management Plan Map #12 defines the <br />Stubbs Bay Study Area as generally lying East of Tonkawa Road, <br />West of Leaf Street, South of the Luce Line, all being within the <br />North 1/2 of Section 5 (Exhibit A). <br />For the sake of clarity, the study area has been broken down <br />into 5 sub -areas based on the typical lot configurations and on <br />the previous studies done in Liiese areas (see Exhibit B). The <br />five sub -areas include: <br />Stubbs Bay Niel - includes all of Hillside Park and additional <br />lakeshore homes along the northwest side of Stubbs Bay. <br />Average lot size is 1/2 to 1 acre. <br />Bayside North - includes developed properties on the north <br />side of Bayside Road, west of Stubbs Bay Road. Lot sizes <br />are 1 to 2 acres or larger with some wetlands. <br />Bederwood - includes areas east of Stubbs Bay Road and west <br />of the Bayside Addition. Lot sizes are 1/2 to 2-1/2 acres. <br />Stubbs Bay NE - includes the Bayside Addition and Bayside <br />Beach. About 40% of the 37 developed properties are less <br />than 1/4 acre. About 50% are 1/4 to 1/2 acre, and only 10% <br />are greater than 1/2 acre. <br />Bayside East - includes developed lots north of Bayside Road <br />between Bayside Addition and Leaf Street. Lot sizes are <br />generally around 1 acre. <br />The sub -area designated Stubbs Bay NE was the subject of a <br />preliminary engineering study in 1975, which discussed the <br />feasibility of a sewage collection system and 2 methods of final <br />disposal for the 36 then existing residences in the area. No <br />action was ever undertaken pursuant to that study. <br />In 1979, the City of Orono made application to the MPCA for <br />state and federal funding for municipal sewers for the Stubbs Bay <br />NE and Stubbs Bay NW sub -areas. Such funding has never been <br />forthcoming, and is not anticipated to occur under current <br />federal and state guidelines. <br />2 <br />
