As part of the process leading to a Lake Minnetonka Regional Park, the Council <br />has approved a separate special entry in its FY 1988-89 legislative request for <br />S6 million to begin acquisition and development of the regional facility. <br />III. Hennepin County <br />The county approved a 1987 budget with an increase for the Sher•riff's Water <br />Patrol which, for the first time since 1976 cuts, contains a level of support <br />higher than the 1975 entry. <br />The county's budget for lake maintenance by Public Work, did not fare as well. <br />It was sat at approximately 50 percent of its 1986 level. This is not <br />automatically a reduction on Lake Minnetonka because the budget is for county- <br />wide activity. However, since the majority of the county's expenditures are <br />normall, made on Minnetonka, reduced activity is a highly probable conseoijence <br />of the reduction. <br />IV. Minnesota Department of Natural Resources <br />DNR activity with regard to the launch site at r;;ig's Point has ceased by <br />injunction pending court action, anticipated t* take place by April 1987. <br />DNR regional staff have met rith SHRPD and have stated support for the Lake <br />Minnetonka Regional Park co-cept. Although not stated, staff assumes this <br />includes support for the legislative funding request. <br />DNR has met with LMCD and made clear their intent to seek increaeed boating/ <br />water safety fens;, which presumably would increase support for enforcement and <br />education or? Lake Minnetonka. As noted elsewhere, DNR has stated <br />that aril; not suucort a lake use permit fee for Lake Minnetonka and will not <br />seek increased b-et fees in the 1987-88 legislative session. DNR has <br />encouraged LMOD i- :gyp-ly for grants for special boating safety educational <br />programs where qr.r ; i f :aa. <br />CONCLUSIONS <br />I. Lake Minnetonka Conservation District <br />Has LMCO proceeded appropriately, so as to obviate the need for a "more <br />directive procedure," as per the Cou,Mcil's task force report? <br />PRO - LMCD has: <br />1. Considered and initiated some actions, legislative and otherwise, which are <br />clearly intended to result in a more powerful and potentially more pro- <br />active body. Especially if LMCD's construction of the "research" clause is <br />kept in mind, new powers to coordinate and review are in the legislation <br />sought. <br />Z. Sought expanded funding from a modified levy, increased boating safety <br />`ends and a lake rase permit to support the activities on Lake Minnetonka <br />with which it is concerned. <br />
