9 <br />LMCD should create a policy advisory body with representatives from Hennepin <br />County, Carver County, Minnehaha Creek Watershed District, Metropolitan <br />Council, Suburban Hennepin Regional Park District and other interests. Such a <br />group would especially help to insure endorsement for governmental and funding <br />recommendations. <br />This alternative also argues in favor of the Council aiding/providing a <br />planning grant to LMCD. Financial participation would strengthen the Council's <br />voice in establishing a process with a regional approach to involve lake users <br />and interests outside the immediate lake community. <br />Conclusions <br />1. LMCD should undertake the "memorandum of understanding" which the Council <br />recommended in its 1986 report. Acting as a clearinghouse is not as <br />effective and will not resolve the issue. <br />2. LMCD has been working to,,:ards resolution of several issues originally cited <br />in the Council's 1986 Report to the State Executive Council and in the <br />Council's January 1987 report on LMCD activity. <br />3. LMCD has incorporated several Council recommendations in its work on the <br />issues, specifically into its proposed legislative program. <br />4. Resolution of several major issues depends upon LMCD completing the study <br />and plan for surface use management. <br />5. It would be advantageous to most parties if the study could be completed <br />earlier than scheduled. The current schedule postpones plan adoption, and <br />recommendations are needed. <br />6. The study and planning process should incorporate interests beyond the <br />immediate lake community or the resulting plan may not be implemented. A <br />technical advisory committee and a policy advisory committee would be a <br />feasible way to incorporate the wider viewpoint. <br />7. The Council should not endorse a legislative initiative by LMCD until a <br />plan which meets remaining regional concerns can be reviewed and endorsed. <br />8. A planning grant from the Council's local planning assistance fund could <br />help achieve both the accelerated completion date and incorporation of a <br />wider perspective in the planning process. <br />RECCMMENDATIONS <br />That Metropolitan Council should: <br />1. Conclude that LMCD has begun a program which will lead to a comprehen- <br />sive lake surface management plan for Lake Minnetonka. <br />2. Offer a planning grant to LMCD on the condition that it accelerate the <br />plan and ensure that the planning process will incorporate a regional <br />perspective. <br />
