In its April 1986 <br />report to the Executive Council, the Council made several recommendations about <br />Lake Minnetonka Conservation District (LMCD) which, in sum, stated that LMCD <br />should become a more proactive agency with respect to surface use management of <br />the lake. If it did not, the Council was to take a "more directive procedure." <br />A January 1987 Council report ("A" attached) said that in the balance of 198.: <br />LMCD had suggested initiatives which could help, if implemented. It also said <br />it would review the LMCD's activities again at the end of 1987. <br />1987 LMCD ACTIVTTY <br />In 1987, LMt; has circulated a list of 13 legislative proposals and received <br />the response of its member municipalities ("C" attached). It has requested <br />proposals from consultants to conduct a study leading to a comprehensive <br />surface use management plan for Lake Minnetonka to be completed 1988-1990 ("B" <br />attached). It has continued and moderately expanded its permitting and project <br />reviews of recent years and increased its activity as an information "clearing- <br />house" for permits and regulations pertinent to the lake ("D" attached). <br />ANALYSIS/ISSUES <br />o LMCD has not yet brought about a memorandum of understanding between all the <br />permitting ',nd regulating bodies on the lake as recommended by the Council. <br />It should. ;L h•.4 chosen, as an alternative, to serve as an information <br />clearinghouse. <br />o LMCD has initiated a 13-point legislat-ve plan. The Council finds eight <br />di?-ectly responsive to recommendations, two of local interest and three for <br />which it should +pservo support/opposition until the planning process is <br />completed. <br />
