Orono Letter Dated 1/28/88 - MUSA Extension <br />ISSUE - Acceptance of information regarding the Metropolitan <br />Council review of the City's Comprehensive Plan Amendment #2. <br />INTRODUCTION - The City had submitted its Comprehensive Plan <br />dm Amenent #2_ for review in November and was given a deadline of <br />February 15, 1988 by which Metropolitan Council would respond. <br />At the beginning of the corridor study the City had informally, <br />through its Engineer, inquired as to the capacity of the Long <br />Lake lift station and force main. It was indicated at that point <br />that the capacity was not an issue and that the addition of a <br />pump, for which a spot was already available at the plant, is all <br />that would be required. In the spring of 1987 during the review <br />process of the plan amendment by the Planning Commiss+.on and <br />Council, the City had sent a copy of the preliminary document to <br />Metro Council for preliminary review. That informal rev i?w did <br />not reveal any concerns regarding capacity. <br />At the meeting on Friday, January 22, 1988 representatives of the <br />Metropolitan Waste Control Commission, Metropolitan Council, the <br />City Engineer and myself, the Metro Waste and Metro Council <br />Planners felt that they needed to do more research to determine <br />the actual capacity of the plant together with the upgrades <br />before they could determine the extent to which the City's <br />request for additional units in that area was ;:echnical'_y <br />possible. As a result they requested that the City grant them a <br />sixty day extension. If they were not allowed to have additional <br />time, they would not be able to approve the plan at the level the <br />plan contemplates. As such Attachment A grants them the <br />extension. <br />As a housekeeping item Attachment B was transmitted to the <br />Metropolitan Council as their documentation does not reflect the <br />area in Block 3 of the plan, which was assessed for sewer in <br />1967, as being within the Municipal Urban Service Area line. As <br />mentioned before the property that was assessed should be <br />appropriately be contained within the MUSA line. <br />RECOMMENDATION - It is recommended that the Council accept the <br />information provided relating to the Comprehensive Plan Amendment <br />#2. <br />PROPOSED MOTION - Moved by , seconded by , that the Council <br />accept the information regarding the Comprehensive Plan Amendment <br />#2.
