LJe arish to apologize for not <br /> responding more promptly, but 4�re have been attempting to formulate a <br /> policy of payments that would be fair to all . This proposed policy <br /> change is now pending before the Qoard of County Co�issioners . <br /> The practice of makin4 advance� dgairst collections prior to the settle- <br /> ment dates established by lar�a was first initiated by the County of liennepin <br /> on an emergency basis only. R�cently the process has increase� to the <br /> point where many political subdiWisions are makina requests for advances <br /> a matter of routine procedure. 7his practice is becoming an administrative <br /> and bookkeeping burden as well as creating inequities bet��:een gov�rnr�ental <br /> entities. The State of ;?innesota, for example, has always maintained a <br /> strict policy of adhering to the dates established by laaa relative to the <br /> settlement of funds to counties dnd other political subdivisions and have <br /> never honored requests for advances. L�lhile ttiey have been strict, this <br /> County recognizes the State's procedure as equitable and fair. <br /> Although state law requires only three tax settlements per year to be made <br /> by the County within 90 days of the final tax payment date, this County <br /> proposes to add to this requirem�nt additional tax payments to be identified <br /> as advances. You will note in the following paragraph extra payments for <br /> the year 1970 to permit you ample time to adjust your budgetary planning. <br /> Advances will be made only in response to a ���ritten request wherein the <br /> specific need or emergency is stated. <br /> I <br /> I <br />
