There was no intent or <br />proposal to create a walkout situation, nor was there a stated concern <br />about stability of the slope. Other than the fact that grading was done in <br />the 0-75' zone, staff sees the Hoff application as havinq little <br />relationship to the Waldron proposal. <br />Staff Recoa ndation - <br />The staff recommendation as outlined in the December 9, 1987 memo <br />still holds. From an engineering standpoint, Waldron's proposal would <br />likely result in similar runoff infiltration characteristics to any of the <br />alternative methods for bank restoration. Aesthetically, the proposed <br />project is arguably inconsistent with the character of the existing <br />shoreline. Because this is a conditional use permit and variance <br />application, staff feels approval of the walkout cut can be approved only <br />if hardship is shown, and it is arguable whether the applicant's stated <br />hardships are valid. Staff feels that approval of the Waldron project <br />would be precedent setting in relation to the most recent Council action on <br />similar requests. <br />Staff will draft a resolution based on Council's action for your next <br />meeting. <br />
