3. Price <br />a) Cost will be a factor in the selection of an audit firm. However, price will not <br />be the sole or dominating factor in the selection process. <br />C. Oral Presentation <br />During the evaluation process, the City may, at its discretion, request any one or all firms <br />submitting proposals to make oral presentations. Such presentation will provide firms with <br />an opportunity to answer any questions the City may have on a firm's proposal. Not all <br />firms may be asked to make such oral presentations. <br />D. Final Selection <br />Staff will recommend to the City Council the appointment of an independent CPA firm <br />judged to be in the best interests of the City for the auditing services required. The final <br />decision with respect to the appointment will be made by the City Council. <br />E. Right to Reject Proposals <br />Submission of a proposal indicates acceptance by the firm of the conditions contained in <br />this request for proposal unless clearly and specifically noted in the proposal submitted and <br />confirmed in the contract between the City of Orono and the firm selected. <br />The City of Orono reserves the right to reject any or all proposals. <br />F. Disclaimer <br />There is no expressed or implied obligation for the City of Orono to reimburse responding <br />firms for any expenses incurred in preparing proposals in response to this request. <br />181Page <br />185 <br />
