Budgetary Basis of Accounting <br />The City of Orono prepares its budgets on a basis consistent with generally accepted <br />accounting principles. <br />D. Pension Plans <br />All full-time and certain part-time employees of the City are covered by defined benefit <br />pension plans administered by the Public Employees Retirement Association of Minnesota <br />(PERA). The association administers the Public Employees Retirement Fund and the <br />Public Employees Police and Fire Fund, which are cost sharing multiple employer <br />retirement plans. <br />E. Personnel Assigned <br />The City's Finance Department is headed by the Finance Director and consists of an <br />Accountant/HR Representative and an Accounting Clerk. Typical functions include <br />accounts payable, accounts receivable, cash management, utility billing, debt management <br />and financial reporting. <br />F. Technology Infrastructure <br />The City's accounting system (Caselle Connect) consists of the General Ledger, Payroll, <br />Accounts Payable, Accounts Receivable, Cash Receipts, and Utility Billing. The system is <br />fully automated. <br />The City has 2 IT personnel, an IT Manager and an IT Technician. The City of Orono is a <br />member of LOGIS, a computer consortium of 52 member organizations that share <br />hardware and software operations. <br />9 1 P a g e <br />176 <br />
