The Narina property <br /> �in particular must have the existing access relocated <br /> • to conform to uniform safety standards if the commercial <br /> operations is to be reconstructed. <br /> 8. The HUD Flood •Insurance Administration Study was <br /> completed in 1978. The City Ordinance No. 213 <br /> � . required to implement the federal insurance program � <br /> has been reviecaed and approved by HUD and the DNR. <br /> The flood plain studies made as a part of this program <br /> clearly show new information• of severe flood plain <br /> development Iimitations on the Marina and nine (9) <br /> ' East Lake Street properties . The flood plain designativn . <br /> • of these areas has impact on housing redevelopment, <br /> sewage treatment, wells and any form of development <br /> � on the Marina property. , � <br /> a) Existing on-site septic systems _ in the affected <br /> areas are almost assuredly located in the water table <br /> � and therefore pose a severe pollution and health <br /> hazard. Reconstruction of these systems may be <br /> - impossible because of the flood hazard. Sealed <br /> � - holding tanks or municipal collection may be the <br /> • only. options . � <br /> . � b) Housing rehabilitation may mean extensive filling <br /> to place the structures above flood level. <br /> c) Development on the� marina site also would require <br /> filling andTflood-proofing. <br /> � 9. City of Orono ordinances are written to be consistent <br /> with Regulations of the LMCD, MCWD, DNR and HUD as <br /> they affect the lakeshore an� Stubbs Bay Study Area. <br /> a) Detailed City review by Staff, Planning Commission <br /> and Council of the McCleary and Johnson proposals <br /> � has been required to assure compliance with all local <br /> - ordinances and compatibility with other ageney <br /> regulations . Piecemeal submittal of proposals has <br /> hampered such �review and delayed decision-making <br /> • over the years. <br />
