The loss of all other commercial activity and <br /> the lack of significant residential development <br /> proves the minimal desirability or need for <br /> development in the Stubbs Bay Area : <br /> - 5 . The only reason the Marina property continues <br /> to receive development pressure is because off-lake <br /> , consumer demand for slip rental has exceeded the <br /> capacity of other marinas located at more accessible, <br /> more navigable sites. <br /> D. TRANSPORTATION - <br /> 1. All roadway access to the Stubbs Bay Study Area <br /> is along winding residential streets not designed <br /> to accommodate comnercial traffic . <br /> 2. The Iack of public transportation to the Study <br /> • Area reduces accessibility to the general public. <br /> 3. Roads in the Study Area are deteriorating and <br /> will require increasing public expenditures to assure <br /> adequate maintenance. No provision. can be made for <br /> increasing capacity. <br /> E. PUBLIC UTILITIES - <br /> . , . . <br /> • 1. Provision of a municipal water supply in the <br /> Study Area is foreseeably economically impossible. <br /> The quality and purity of the ground water supply <br /> must be indefinitely protected to assure adequate <br /> private water supplies. ; <br /> .ti <br /> 2. Sewage and waste water generated by the existing � <br /> , development must be adequately treated to protect the <br /> public health and to preserve the quality and life of <br /> Lake Minnetonka. The existing on-site systems have <br /> proven lacking in treatment capability. The existing <br /> � ' systems are generally old, small and located on poor <br /> . soils . Some are obviously located in the water table <br /> or in the flood plain. Major revisions in s�ewage <br /> treatment are required in the Study Area . <br /> � <br />
