Resolution 1�'0. /D91 <br /> Page 57 - � <br /> � <br /> This area is out of the mainstream of the busier areas <br /> of general patrol and may suffer somewhat as a result in <br /> frequency of patrol. The response time for both fire and �. <br /> police may be longer because of it 's geographic location. <br /> I h�ve no opinion as to �anat form of d�velopment should <br /> prevail. I will only state that other areas of concern <br /> for land usag� are probably more relevant to this area �han <br /> possible public saiety problems . " <br /> 3 . The com�nents and recommendations of Michael Gaffron, Hydrologist <br /> and Environmental Planner, stated in a memo dated February 2, 1979 <br /> (Exhibit DD) are as follows : � � <br /> a) The Stubbs Bay Area <br /> "The Stubbs Bay Area encompasses 82 houses, cottages , or <br /> •other habitable buildings . Of these 82, approximately <br /> 40 were inspected by me during 1978. Two systems were <br /> • , found to be unquestionably non-conforming (outhouses) . <br /> The great majority of the balance were substandard either <br /> in Iocation near wells or seasonal water table, or in <br /> size of drainfield. <br /> Essentially all the East Lake Street houses are non-coniorming <br /> . according to the Statewide Shoreland Management requirements . <br /> A 1974 study by McCombs-Knutson Associates analyzed ground <br /> arid surface water samples from various locations in the <br /> Tonka Av-enue-�restview Avenue-East Lake Street area . Shallow <br /> � groundwater samples showed high concentrations of chloride <br /> and su?-factants , indicating contamination. Surface water <br /> samples from the unnamed tributary to Stubbs Bay had a high <br /> fecal coliform count, indicating pollution from individual <br /> on-site systems . . � <br /> �:t <br /> 4 . <br /> Recent inspection of the northeast Stubbs Bay Area reveals <br /> minimal visible sewage effluent discharging to the surface. <br /> However, complaints or seasonal problems of odors or <br /> discharges have been recorded. <br /> • ' <br />
