The result of this review is this Resolution setting forth <br /> the findings, recommendations , conclusions and directives <br /> ` resulting from the complete study of the facts and issues . . � <br /> B . THE NEIGHBORS AI��D GENERAL PUBLI� . <br /> l. The City �ouncil receiv ed written and verbal comments and <br /> reco�nmendations regarding the Stubbs Bay Study Area and the <br /> proposed develop:nent of the Stubbs Bay Marina Property from _ <br /> residents� of the area . . All co�r►ments and letters were entered <br /> in the record of the Public Hearing held on February 27, 1979 . <br /> i <br /> 2. The Public Aearing was advertised in the official newspaper <br /> of Orono (The Lake Minnetonka Sun) on February 7, 1979, <br /> February 14, 1979 and February 2I, 1979 . All residents and <br /> property owners affected by or adjacent to the moratorium area <br /> were also sent a direct-mailed notice explairiing the issues to <br /> b e dis�ussed. See Exhibit Y attached. <br /> 3 : Fifty (50) persons signed a�n attendance list as being present <br /> �i at the Public Hearing. The Council minutes recorded general . <br /> discussion as well as specific conunents by identified individuals . <br /> 4. A petition signed by 42 persons was entered into the record <br /> stating: <br /> "Whereas the undersigned Stubbs Bay area resident and <br /> concerned citizens recognize the fragile ecologic and <br /> demograph•ic�balance of Stubbs Bay, we hereby petition all <br /> authorities with jurisdiction regarding Stubbs Bay usage . <br /> � to deny authorization for a marina in any form at the site <br /> of the present Stubbs Bay Marina . It is apparent that the <br /> present "spot" zoning is nonconforming and out of character <br /> with the neighborhood and environs . We believe the present <br /> marina site should be returnec� to residential zoning <br /> category. In the meantime, under no circumstances should <br /> the numbers of slips be increased. " <br /> 5. A petition signed by 32 persons was entered into the record . <br /> stating: <br /> "We support the application of George R. Johnson for <br /> � a permit and license to rebuild. and operate the <br /> Stubbs Bay� Marina ." <br />
