I would second <br /> Mr. Isberg' s recommendation about studying all present B-2 Lakeshore <br /> Business Districts in Orono with an awareness that they have an <br /> adverse effect on residential neighborhoods . I question his _ <br /> classification of the area as basically low density rural. It <br /> would be interesting to know the average lot size in the moratorium <br /> area . I feel that most homes are �located on substandard lots <br /> (not two acres) . Mr. Pesek notes that there are 9 structures on <br /> one-acre adjoining this property a�d other properties 1/4 acre in <br /> size - not really low density rural. <br /> This area has many problems with or without the Marina and we must � <br /> look at "future public expenditures to alleviate several adverse :� <br /> conditions" as stated by Alan Olson. • <br /> After studying the issues and talking with many individuals , I feel <br /> very uncomfortable �down zoning this property without co:npensation <br /> � and am concerned about our ab ility to justify our actions in court <br /> without incurring a great deal of expense. <br /> If we succeed in dow-n zoning then we have a start towards more <br /> • effectively dealing with non-vested rights to comnercial use of <br /> the lake. Great, but we have had trouble in this area in the past. <br /> If we do not succeed we have, I believe, lost the commitment of a <br /> home owner, and developer, on Stubbs Bay. He has by his previous <br /> actions in many areas , before this Council, the LMCD, etc, , shown <br /> . - a concern �for preserving what we feel are our goals for Orono. <br /> This would be difficult if not impossible to say for other marina <br /> � operators. What tk�en �-- another blue fence, stop work orders for <br /> dredging, traffic problems and violation of dock lengths. <br /> I feel a limited use marina following the ordinances of the Village, <br /> the LMCD, etc. with a variance to construction in the flood plain, <br /> a holding tank sewer system and effecting natural screening is the <br /> best position for Orono.
