Issues to be discussed include: <br />a.) Construction cost sharing <br />b.) Method of financing <br />c.) Operational agreements <br />1. "Pre" tower <br />2. "Post" tower <br />B. Water Tower Construction - As mentioned before from initiation <br />of the bids and specs through construction of a water tower and <br />putting it in service may take from 9 to 12 months. The <br />development between Willow and North Brown Road does not require <br />a tower, however for the development between Willow and Old <br />Crystal Bay together with providing water service to existinI <br />customers in Orono who do have water, would require its <br />construction. As you may reca'' the property owners between <br />Willow and Old Crystal Bay have . 3icated their ob; :tion to such <br />an assessment. These property owners could either be assessed or <br />have a connection charge or a combination of both. It is <br />suggested that a minor amendment be made to the Highway 12 zoning <br />requirements that sufficient water capacity be provided to them <br />prior to any rezoning. (This is presently a requi-ement for <br />sewer but not for water). <br />(Owners of the property between Willow and Old Crystal Bay Road <br />on the north side of Highway 12 have received exploratory <br />inquiries regarding possible sale of their property. Staff will <br />monitor these developments as they may develop.) <br />ALTERNATIVES - <br />1. Accept the information. <br />2. Make any comments or ask questions regarding the information. <br />3. Table for further discussion. <br />RECOMMENDATION - It is recommended that after any questions or <br />comments are made that the information be accepted as presented <br />for discussion in the future with directing staff to work with <br />Medina regarding a system linkage to be brought for Council <br />consideration if discussions are successful. Additionally it is <br />recommended that the necessary zoning amendment be initiated as <br />part of the Highway 12 ordinanceE. <br />PROPOSED MOTION - Moved by `, seconded by that Council <br />accept the information regarding water system development and <br />directing staff to work further with Medina to explore the link <br />between the two water systems together with directing staff to <br />make an amendment to the Highway 12 requirements to Planning <br />Commission.
