James Cox Letter Dated 2/l/89 Received 2/15/89 <br />ISSUE - Determina -.ion as to what action the City of Orono would <br />like to have take,: in relationship to County Road 116 should the <br />County go ahead with this project. <br />INTRODUCTION - The City has transmitted its oposition to the <br />County Road 115 is Medina as noted in Attachment C. <br />At the Council's January 23, 1989 meeting the Council in addition <br />to directing staff to express its oposition tabled consideration <br />of the items related to what Orono would like to have done should <br />the County proceed with County Road 116. <br />DISCUSSION - The summary of issues are noted in Attachment A and <br />in addition are the following issues: <br />Road Classification <br />A review of teh comprehensive plan clas3ified Willow north of <br />Righway 12 as a minor collector. As noted in the definition of <br />that in the comprehensive plan it indicates that it is to be a <br />minimum of 80 feet right-of-way and under the jurisdictional <br />control of Hennepin County. <br />Traffic Counts 1( 987) <br />As for v e issue or traffic counts that were raised, the County <br />had indicated that it would go from approximately 1,400-1,900 <br />cars per day to approximately 2,900 cars per day. Most of this <br />traffic would be c�-nsolidated from other north/south routes <br />currently exiting in Medina and Orono. Even at 2,900, there are <br />several streets in the community that presently exceed that <br />including North Shore Drive (4,400), Shoreline (17,200), <br />Shadywood (11,000 and 6,400), County Six (5,100). It should also <br />be noted that currently Old Crystal Bay Road between Six and 12 <br />carries 3,823 trips per day and North Brown carries 1,911 trips <br />per day. <br />Draina ee <br />As noted in Attachment C Mr. Cox has raised a drainage issue that <br />he feels should be addressed in any change. <br />Drainage issues that are addressed in Mr. Cox's letter can be <br />addressed at the time of development on the west side of Willow ! <br />,ear Countf Road 6 or it and when County Road 116 is scheduled to <br />'-e extended to Bighway 12. <br />1 � <br />
