MINUTES OF THE ORONO COUNCIT, MEETING OF SEPTEMBER 25, 1969 <br />COUNTY 'LOAD 116 CONTINUED <br />this sE ction of roadway 1;y the year 2010? <br />Mr. Polaczyk believed that the figure was comprised of <br />traffic coming off of Highway 12, south of Highway 12 and from <br />the development of the area that will occur by 2010. <br />Nettles wondered how much new traffic there would be as <br />opposed to traffic coming from other roads to use the new road <br />because its wider and faster? <br />Mr. Polaczyk responded by saying that it would be a <br />combination of both, but he could not provide a break down at <br />this time. <br />Nettles asked to be provided with that specific information. <br />Nettles asked Bernhardson whether or not there would be any <br />change in the design of County Road 116 if the City did the <br />project rather than the County. <br />Bernhardson replied that there would not be a change in <br />design if the City did the project. He added that the only <br />change in design that will occur over what now exists whether cir <br />not Hennepin County does the project is an additional 4' of paved <br />shoulder on each side. <br />Nettles commented that the only variation then would be the <br />cost to the City of Orono. <br />Bernhardson affirmed that, saying that the project would <br />cost Orono in excess of $350,000.0. to do in 1994, as opposed to <br />$65,000.00 for right-of-way acquisition if done by the County. <br />Nettles asked whether the wider shoulder would incorporate a <br />bike path? <br />Public Works Director Gerhardson answered that yes, the <br />wider shoulders would incorporate a bike path. <br />Councilmember Goetten expressed her concern for safety at <br />the intersection of Willow Drive and Highway 12. She said that <br />the proposed safety improvements for Highway 12 do not include a <br />traffic light at that intersection. Goetten reported that there <br />has bee,i a 48% increase in rear-,..d col,isions, and one fatality <br />at that intersection. She said that no matter what is done <br />there, the need for a traffic signal should be considered. <br />Acting Mayor Callahan and Councilmembers Nettles and <br />Peterson concurred. <br />Mr. Polaczyk sa4d that the County can do an analysis of that <br />intersection. He said that there are varying degrees of warrants <br />and that not only volume is used to determine -a need for a <br />stoplight.
