CITY <br />Of (Mono <br />The Council met on the above date with the following members <br />present: Acting Mayor Callahan, Councilmembers Nettles, Goetten <br />and Peterson, Mayor Grabek was absent. The following represented <br />the City staff: City Administrator Bernhardson, Building & <br />'r,ning Administrator Mabusth, Public Works Director Gerhardson, <br />sistant Planning and Zoning Administrator Gaffron, City <br />Attorney Barrett, City Engineer Ceok and City Recorder Scheffler. <br />APPOINTMENT OF ACTING MAYOR <br />It was not necessary to appoint an acting mayor for this <br />meeting as Councilmember Callahan, was present and acted in that <br />capacity. <br />PRELIMINARY DESIGN PLAN <br />COUNTY ROAD 116/WILLOW DRIVE <br />PUBLIC HEARING 7:00 P.M. TO 8:00 P.M. <br />The Affidavit of Publication and Certificate of Mailing were <br />duly noted. <br />City Administrator Bernhardson provided a summary of the <br />history of this project and Orono's position regarding the <br />construction of County Road 116 beyond the Medina border to <br />Highway 12. Bernhardson said that he had received a letter from <br />Mr. Jim Cox indicating his concerns regarding drainage. The <br />purpose of this hearing is to focus on the proposed design, not <br />whether the road actually will be constructed. He then <br />introduced Mr. Steve Theis, Mr. Bruce Po1:nczyk and Mr. Jim Wold <br />f..:m the Hennepin County Department of Transportation. <br />Mr. Polaczyk, Design Engin r, Explained that the County was <br />seeking apprcval from the City Council of this preliminary <br />layout. If they do obtain approval, they :could then be <br />authorized to go ahead with detailed plans and once those are <br />completed they would come back before the Council and seek <br />approval of those plans. Mr. Polaczyk said that it is the <br />County's intention to complete that process sometime in the <br />latter portion of this year and have a bid letting for the <br />construction in March of 1990. Mr. Polaczyk noted that the <br />portion of County Road 116 being ;;onstructed did not actually <br />have a County road designation. In order for such a designation <br />to be made, it will be necessary to obtain a resolution from the <br />City Council approving the designation of 116 as a County Road <br />and to then have the County Board pass a resolution adopting <br />O:ono's resolution. <br />Mr. Polaczyk then explained the design configuration of the <br />proposed County Road 116 (hereinafter "the Road"). He said that <br />the Road would extend from Highway 12 to Highway 55 following <br />along Willow Road to County Road 24 where it curves slightly <br />northeasterly and follows an existing Medina Road and then swings <br />northerly and intersects with County Road 116 north of Highway <br />1 <br />
