However, for whatever reasons, in 1976 the <br />dwelling unit was allowed to be constructed in the garage, and <br />nothing further was d,,.,e about it. The codes have not changed <br />since the existing guest house was constructed. <br />Staff Recommendation - <br />If Planning Commission finds that it is appropriate to grant <br />the after -the -fact setback and area variances to allow the guest <br />house use to continue, staff would recommend the following <br />conditions: <br />1. The guest house may only be used by occupants of the <br />principal residence, and their domestic employees or non- <br />paying guests. <br />2. The guest house shall not be rented as a separate <br />dwelling unit. <br />3. Utilities for the guest house shall continue to be <br />metered jointly along with the principal residence. <br />4.
