Holding public hearing on the preliminary construction <br />design proposal. <br />2. Determination as to whether the Council desires to <br />approve the plan as presented and/or amend. <br />INTRODUCTION - <br />The City of Orono Council has c,)ntinued in its opposition to <br />the construction of County Road 116. However, at the April 10, <br />1989 Meeting, Council directed staff to work with the County <br />regarding the segment in Orono if the portion in Medina is to be <br />constructed. This was done as all of the problems associated <br />with construction of County Road 116 would be there if it was <br />constructed in Medina and not continuing it to at least County <br />Road 6 may in fact worsen the situation. Additionally, the City <br />had proposed an upgrade to the Road in approximately 1994, which <br />would be similar both to Willow, south of the bridge and railroad <br />tracks and also the County 116 segment that is being proposed. <br />The Road was designated as a minor collector to be under Hennepin <br />County's jurisdiction in the City's Comprehensive Plan. <br />On July 26, 198S, the City staff held a public information <br />meeting for abutting -roperty owners to review the large scale <br />plans in order to allow them the opportunity to express concerns <br />and alternativcs to the plans as preliminarily designed. <br />_DISCUSSION - <br />At this point, there have been some suggested changes as <br />noted below: <br />A. Medina border to County Road 6 - In this area, the <br />following changes to the pzopose-1 plans are suggested: <br />The design for the section from County Road 6 north <br />past the first two houses will be urban as opposed to <br />rural. <br />
