COUNCIL MEETING
To: Mayor Grabek & Orono Council Members SEP 2 51989
City Administrator Bernhardson
From: Michael P. Gaffron, Asst Planning & Zonir41r"F4WW
Date: September 20, 1989
Subject: #1442 The Landschute Group Inc„
3300 Bayside Road/375 Leaf St -
Preliminary Subdivision - Resolution
List of Exhibits
Exhibit
A -
Revised
Preliminary Plat Drawings
Exhibit
B -
Notice
of Council Action of 9/18/09
Exhibit
C -
7/27/d7
Letter from City Engineer
Exhibit
D -
Proposed
Resolution
Exhibit
E
- Memo &
Exhibits of 9/7/89
Discussion -
The applicant has revised the driveway location for Lot 1,
centering that driveway on the property. This would appear to
eliminate the need to remove trees near neighboring lot lines.
City Engineer Glenn Cook briefly reviewed with staff the
concerns of the neighbors regarding culvert freeze -yip and staging
of driveways only 60' apart. Glenn noted that culverts
underneath the driveways on either side of Lot 1 are 18" and 21"
respectively, and Glenn recommends a 24" culvert be provided for
the new driveway, which would minimize a,y effect this new
driveway would have on existing driveway cul-,. arts.
Due to the location of the alternate drainfield site for Lot
1, the neighbor to the west may still have concern regarding
the driveway location and headlights aim. towards hjs house
when vehicles leave Lot 1. The applicant n_ad to staff that he
would be discussing the screening possibilities with that
neighbor. Of course, there is nothing in the zoning code that
specifically requires such screening.
As of this writing, one of the neighbors had noted that the
lot corners had not yet been restakeu. Since the property ownees
both east and west of Lot 1 are new to the neighborhood since the
previous preliminary subdivision approval in 1987, it is
appropriate that the lot corners be restaked by the applicant as
soon as possible.
Staff Recos endatior -
A proposed resolution for preliminary plat approval appears
as Exhibit D. !caff would recommend approval. If Council wishes
to require specific screening along the driveway for Lot 1 or
wishes to condition approval on the centrally located driveway
for Lot 1, those conditions could be added to the resolution if
you so desire.
