Table for further discussion. <br />RECOMMENDATION <br />It is recommended that if the County does in fact go ahead and <br />construct County Road 116, that the City request the County to place County <br />Road 116 to Highway 12. This is in light of the fact that Orono will be <br />faced with all the traffic concbns and :he City will have to expend funds <br />for the next several years to ' w onstruct the road (i310,000) anyway, and <br />that the City could reduce its co,:ts should the signal light be put in on <br />Highway 12. This conversion of Willow Drive to a county road to Highway 12 <br />is in line with the City's Comprehensive Plan as noted in the February .L9, <br />1989. This is recommended if the County would enter into an agreement with <br />the City that it :,•ould not extend County Road 116 :.ny further without a <br />City {vitiated request. it is further recommended that the realignment be <br />shifted to t'ao west and that abutting property owners who develop the <br />properties in a planned development arrangement be given credit fog -,he <br />additional right-of-way in determining the density on the propes�v', <br />provided that the right-of-way is granted free of charge to the County. <br />is additionally recommended that the alignment at the intersection irf <br />illow Drive and County Road 6 be Ions so as to minimize the impact on the <br />_.eighb,, ..; . ,..`tinq Willow Drive at that juncture together with resolving <br />the curiirt drainage problem related to Willow Drive. <br />PROPOSED OTION Moved by —, seconded by , that the Council allow <br />Font nucus opposition to the construction of County Road 116, desires that <br />if it is to be constructed in the City of Medina, that it be continued to <br />Highway 12 with an alignment to be worked out between the City and the <br />County.
