Both the DNR <br />and the LMCD proposed model ordinances approve the use of <br />trams that meet a 4' width standard. The proposed tram <br />would satisfy this standard. If applicant was to emvloy <br />City's approved policy of a 4' wide stairtread with 4 x4 <br />safety landings, a massive superstructure would be required <br />based on the degree of slope and the need to provide many <br />safety stops/landings. The tram structure also provides a <br />minimal impact on the existing lakeshore bank requiring less <br />removal of vegetation and trees.
