Zoning File #1428 <br />August 17, 1989 <br />Page 4 of 8 <br />C) Vacation of drainage easements over wetlands shown <br />as shields, silty clay loam formed within a low area of <br />the former vacant field but after farming there is no <br />sign of the previously defined wetland. Detention <br />ponds will be provided on the site to maintain and <br />treat surface run-off before leaving the site. <br />Applicant will provide more detailed drainage and <br />hydraulic information at the time of the development <br />and final stage review. <br />General Review Comments for the Concept Stage r the <br />Comprehensive Land Use Application - <br />1. The PUD with underlying B-6 zoning meets the planning <br />objectives of the Comprehensive Plan Amendment. The <br />proposed residential and PUD subdivision will require the <br />realignment of the residential zoning line approximately 75' <br />to the north. <br />2. Applicant to dedicate 10' drainage and utility easement <br />along east lot line of Lot 2 extending to Outlot B. <br />3. The City will ask for 10' of additional right-of-way for <br />Highway 12 along the southern boundary (consistent with <br />Rebers' subdivision) and 7 additional feet for Willow Drive <br />along the western boundary. <br />4. Review Exhibit H, MnDot has denied the request by the <br />applicant for a direct access onto Highway 12 limited to <br />ingress only. Staff has contacted Mr. Benson of MnDot <br />asking would he allow a temporary access until a frontage <br />road is installed. MnDot has refused even a temporary use <br />of an access in light of the demand for more safety on <br />Highway 12 and the desire of the State to complete the <br />proposed safety improvements within the area limiting all <br />new curb cuts within that area. Mr. Benson has confirmed <br />that there are Federal and State funds available to pay up <br />to 50% the cost of a frontage road if the City plans to <br />proceed with such an improvement. <br />5. Sanitary sewer and water improvements have been ordered by <br />the City and they will be located within the utility <br />easements along the southern portion of the property along <br />Highway 12 as shown on the plans. The final development <br />plant, must show the location of sewer and water lines as <br />they serve the uses on the property, locating .,rains and fire <br />hydrants. <br />
