MINUTES OF THE ORONO COUNCIL rlEETIHG OF AUGUST 28, 1989 <br />1990 BUDGET MEETING - SET 1990 BUDGET PUBLIC HEARING <br />City Administrator Bernhardson informed the Council and <br />Mayor Grabek that it would be necessary to hold a public hearing <br />in October. <br />The Council and Mayor Grabek agreed to tentatively set <br />October 3, 1989 as a date to meet to discuss the budget. <br />FEE SCHEDULE - DOUBLE FEE POLICY <br />ORDINANCE AMENDMENT 73, 2ND SERIES <br />City Administrator Bernhardson explained that the City's <br />policy regarding double fees for persons working without a <br />permit. Prior to the change, the City staff could use their <br />discretion as to whether or not to require a double fee from <br />contractor or homeowner. Bernhardson said that subsequent to the <br />City Council reviewing this matter, it was agreed that there <br />would no longer be any flexibility and that all offenders would <br />be required to pay a double fee. The policy change has created <br />ill feelings by residents who have been charged a double fee for <br />doing work that they were not aware required a permit. <br />Bernhardson said that City staff was recommending that the policy <br />be amended to allow for one violation for building construction <br />where zoning was not an issue. If a violation occurs involving <br />residential zoning, a double fee would be charged. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Nettles, to adopt Ordinance #73, 2nd Series, as an amendment to <br />the Fee Ordinance related to double feeing in selected cases. <br />Motion, Ayes=3, Nays=0, Motion passed. <br />BOND SALE* <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, to accept the information as presented. Motion, Ayes=3, <br />Nays=O, Motion passed. <br />FEE SCHEDULE - PRD/CUP <br />ORDINANCE AMENDMENT 74, 2ND SERIES* <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, to approve Ordinance #74, 2nd series. Motion, Ayes=3, <br />Nays=0, Motion passed. <br />PUBLIC/PRIVATE ENFORCEMENT* <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, to accept the information on the public/private roads. <br />Motion, Ayes=3, Nays=O, Motion passed. <br />STUBBS BAY SEWER* <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, to table further discussion of this item until its <br />September 25, 1989 meeting. Motion, Ayes=3, Nays=O, Motion <br />passed. <br />FIREWORKS ORDINANCE* <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, that the Council accept the information *:om staff on <br />11 <br />
