<br />Sec. 1.08.130. Salaries of mayor and coun-
<br />cilmembers.
<br />(a) Salaries of the mayor and councilmem-
<br />bers, effective January 1,1997, and which amounts
<br />are deemed reasonable, are fixed as follows:
<br />(1) The salary of the mayor shall be $4,200.00
<br />per year, paid monthly.
<br />(2) The salary of each councilmember shall
<br />be $3,500.00 per year, paid monthly.
<br />(b) In accordance with Minn. Stats. § 415.11,
<br />any changes in the salaries set forth in subsec-
<br />tion (a) of this section shall be by ordinance and
<br />shall not take effect until after the next succeed-
<br />ing city election.

<br />Sec. 1.08.140. Council meetings.
<br />Special meetings of the council may be called
<br />by the mayor or by any two members of the
<br />council by writing filed with the city clerk, who
<br />shall then mail or deliver a notice to all the
<br />members of the time and place of meeting at
<br />least one day before the meeting. An emergency
<br />meeting may be called because of circumstances
<br />that require immediate consideration by the city
<br />council. Posted or published notice is not required
<br />for an emergency meeting, but notice that includes
<br />the subject of the meeting shall be given to
<br />councilmembers by telephone or any other method
<br />used to notify members. The public body shall
<br />also make good faith efforts to provide notice as
<br />soon as is reasonably practicable of the emergency
<br />meeting to each news medium that has filed a
<br />written request for notice if the request includes
<br />the news medium's telephone number.

<br />Sec. 1.08.150. Council procedure at
<br />regular meetings.
<br />(a) The city clerk shall prepare the following
<br />items:
<br />(1) An agenda for the forthcoming meeting;
<br />(2) A copy of a compiled list of all claimants
<br />who have filed verified accounts claiming
<br />payment for goods or services rendered
<br />the city during the preceding month,
<br />such list to be called the "check register"
<br />and bearing headings information regard-
<br />ing purpose and amount; and
<br />(3) A copy of all minutes to be considered.
<br />(b) The city clerk shall forthwith cause to be
<br />delivered or mailed to the mayor and each
<br />councilmember copies of all such documents.
<br />Robert's Rules of Order, Newly Revised, shall
<br />govern all council meetings as to procedural
<br />matters not set forth in this Code. The order of
<br />business at regular meetings shall be as set out
<br />by resolution.
<br />(c) Matters inappropriate for consideration at
<br />a meeting, or not in the order specified, shall not
<br />be considered except with the unanimous consent
<br />of the members of the council or scheduled public
<br />hearings or bid lettings at the time stated in the
<br />notice. If, at an emergency meeting, matters not
<br />directly related to the emergency are discussed
<br />or acted upon at such meeting, the minutes of
<br />the meeting shall include a specific description
<br />of the matters.
