AGENDA ITEM <br />Date: July 28, 2025 <br />Title: LA25-000028, City Code Recodification, Ordinance 312 <br />Presenter: Christine Lusian, City Clerk <br />Section: Consent Agenda <br />Purpose: <br />Review and adopt the updated city code. <br />Item: 8 <br />2. Background: <br />A well -organized and regularly updated city code ensures that the City of Orono's local laws <br />remain clear, consistent, enforceable, and aligned with state and federal regulations. This helps the <br />city run smoothly, supporting efficient governance and the well-being of the community. It is best <br />practice to perform a full legal review and update of the code every 10 to 15 years. <br />In 2021, the city council directed staff to take a fresh look at the city code and make updates. The <br />city clerk led the project with staff and partnered with CivicPlus Municode to conduct a detailed, <br />chapter -by -chapter review of the entire city code. In 2022, CivicPlus code attorneys completed <br />their legal review of our code and provided recommendations to staff for review. In 2023, staff <br />and city attorney prepared draft updates and presented these to council and commissions as <br />needed. In 2024, staff consolidated the updates and provided them to CivicPlus for <br />implementation. In 2025, CivicPlus performed final quality control, processed the tables and <br />index, and shipped the code books for review and adoption. Planning Commission held a public <br />hearing at the July 21 planning commission meeting. <br />3. Cost: <br />The legal review was $8,400 and implementation was $16,240. There was also pay supplement <br />costs of $22 per page, which are individual immediate updates made to the code in between each <br />full update every 10-15 years. The annual cost to display the City code online is about $950. <br />4. Process: <br />Planning Commission held a public hearing on July 21, 2025. No public comments were made. <br />The Commission reviewed the Land Use Chapter and made a unanimous recommendation for <br />approval. (PC Packet, Video) <br />If the City Council adopts the new code, staff will publish the summary in the August 9 newspaper <br />and the new city code becomes effective. <br />5. Staff Recommendation: <br />Staff recommends council 1) adopt the code and 2) approve the summary. <br />COUNCIL ACTION REQUESTED <br />Motion to adopt Ordinance 312 with the summary publication for the City Code Recodification. <br />Exhibits <br />A.
