New materials. <br />The city administrator, building official and <br />the fire chief shall together act as a committee to <br />determine and specify, after giving affected <br />persons an opportunity to be heard, any new <br />materials, processes or occupancies which shall <br />require permits, in addition to those enumerated <br />in the fire code. As they occur, such determina- <br />tions shall be listed; and such list shall be posted <br />in the offices of the building official and the fire <br />chief, and distributed to all interested parties. <br />(Code 1984, § 9.34(6); Code 2003, § 46-58; Ord. <br />No. 287(3rd series), § 7, 12-11-2023) <br />Division 3. Fire Lanes <br />Sec. 5.08.310. Established. <br />(a) The council provides for the establishment <br />of fire lanes for purposes of ensuring immediate <br />unobstructed access for emergency vehicles and <br />equipment. <br />(b) Whether marked or unmarked, fire lanes <br />are established at all public or private fire <br />hydrants, which fire lanes shall extend ten feet <br />on either side of the hydrant and 20 feet in front <br />of the curb or pavement edge nearest the front of <br />the hydrant. <br />(c) Whether marked or unmarked, fire lanes <br />are established at all building exits required by <br />the fire code or the state building code, which fire <br />lanes shall extend ten feet in all direction from <br />the exits. Where larger fire lanes are required, <br />they shall be established and marked as provided <br />in subsection (d) of this section. <br />(d) The fire chief is empowered to order the <br />establishment, designation and maintenance of <br />fire lanes on public or private property wherever <br />and to whatever extent as he may determine is <br />reasonably necessary to ensure open and <br />unobstructed emergency access. Fire lane orders <br />shall be in writing and shall be served in person <br />or by registered letter upon the property owner <br />of record or, in the case of commercial properties, <br />may be served upon the tenant occupying the <br />property. <br />(Code 1984, § 9.34(7); Code 2003, § 46-81; Ord. <br />No. 287(3rd series), § 8, 12-11-2023) <br />Sec. 5.08.320. Standards. <br />The actual size, location and extent of required <br />fire lanes shall be determined by the fire chief in <br />consideration of the particular access need and <br />configuration on individual properties. As a <br />minimum, all marked and designated fire lanes <br />shall be at least 20 feet in unobstructed width, <br />shall have at least 13 feet six inches of vertical <br />clearance, shall where necessary provide for a <br />turning radius of at least 50 feet, and shall be <br />constructed of all-weather surfacing capable of <br />carrying a vehicle axle loading of five tons <br />(10,000 pounds). <br />(Code 1984, § 9.34(8); Code 2003, § 46-82; Ord. <br />No. 287(3rd series), § 9, 12-11-2023) <br />Sec. 5.08.330. Fire lane signs and marking. <br />(a) When a fire lane has been ordered to be <br />established pursuant to this division, one or <br />more permanent upright metal signs bearing the <br />words "No Parking —Fire Lane" or similar words, <br />if approved by the fire chief, shall be placed <br />designating the restricted area. The number, <br />size and location of required signs shall be <br />determined by the fire chief. <br />(b) When the fire lane is located on public <br />property or within a public right-of-way, the <br />required signs shall be erected by the city or by <br />the public agency having jurisdiction over the <br />property. <br />(c) When the fire lane is located on private <br />property, the required signs shall be erected by <br />the property owner at his own expense within 30 <br />days of the date of the order establishing the fire <br />lane. <br />(Code 1984, § 9.34(9); Code 2003, § 46-83; Ord. <br />No. 287(3rd series), § 10, 12-11-2023) <br />CD5:18 <br />
