Zoning File #1417 <br />August 24, 1989 <br />Page 10 <br />Review of Amended Proposal - <br />Both June and July meetings of the Planning Commission were <br />well attended by the affected neighbors of the NSP proposal. <br />Questions raised by both the Planning Commission members and <br />neighbors were pertinent to the review. Many of the earlier <br />questions were answered by the applicant at the July meeting. <br />The Planning Commission was satisfied that the <br />ordinances/standards of the City had been met with the amended <br />proposal by the applicant and adopted staff's approval option in <br />the recommendation as set forth on Page 8 of this memo, <br />conditions 1-7, but added that it would be to applicant's benefit <br />to resolve the concerns of the neighbors prior to the Council <br />meeting finding no basis nor direction in the ordinance to <br />resolve the neighbors' concerns. In the formal motion, the <br />Planning Commission directed the applicant to schedule an <br />informal meeting before staff was to schedule the application <br />before the Council. A meeting was scheduled with the neighbors <br />in early August. The plans submitted with this review have been <br />revised to reflect the neighbors' concerns. The applicant <br />advises that several plans have been submitted to the neighbors. <br />Staff has yet to receive any additional comments concerning the <br />revised plans. <br />Brief Review of Current Proposal - <br />The power station has been moved approximately 40' westward, <br />now placed at the 975' elevation at a finished proposed elevation <br />of 976'. Berms along the west and south side of the facility <br />range from 5-6' (9761-981'+). The transformer/console is located <br />315' from the closest residential lot in the Huntington Farm Plat <br />and 235' fr )m the closest house to the south (review Exhibit T). <br />Applicant must once again be reminded that all excavations <br />adjacent to wetland area at 964' elevation must be 26' from <br />designated wetland. Note that applicant is also providing <br />berming extending from the west side of the facility northward to <br />the west property line to tie in with the landscape screening. <br />Please note that the applicant has fulfilled most of the requests <br />made in Condition 2 of the staff's recommendation. Berming has <br />been extended along the south side of the facility extending to <br />the south side of the dii.veway. Note also that the plantings <br />requested along the berm areas adjacent to the facility have been <br />omitted in place of the proposed landscape plan. <br />Please review the amended landscape plan (Exhibit V. It is <br />staff's understanding tnat tte neighbors have had considerable <br />input in the placement of the facility in relation to the saving <br />of existing deciduous trees in the area. Note that the evergreen <br />plantings have been strategically placed to protect the views of <br />the two residential lots to the west and to the south. <br />
