Potential for increased rate of run-off and decreased <br />quality of run-off to the lake (although not every grading <br />project results in these long-term Detrimental impacts). <br />3. Short-term erosion concerns during construction period. <br />4. Detrimental visual impact created by altered shoreline <br />configuration. <br />5. Loss of natural vegetation and screening (visual <br />impact). <br />6. Walk -out excavation typically exposes a greater building <br />surface to viewers from the lake, resulting in greater <br />visual impact. <br />Please carefully review the applicant's letter of request <br />and hardship statement, along with the exhibits presented. Is <br />there any single factor or combination of factors that makes this <br />lakeshore property and the proposed grade changes so unique that <br />approval of the land alteration is justified? Note that the <br />applicant has stated to staff that he will likely not proceed <br />with the construction project if the land alteration is not <br />approved. Also, do the proposed decreases in hardcover and <br />removal of existing structure from the 0-75' zone provide a <br />trade-off that justifies the lakeshore alterations? <br />Staff Recomendation - <br />Planning Commission is requested to carefully review the <br />information submitted. Any recommendation for approval, partial <br />approval, or denial, should be supported by specific findings. <br />
