MINUTES OP THE ORONO COUNCIL MEETING OF JULY 24, 1989 <br />APPPROVAL OF MINUTES^ <br />It was moved by CounciImember Goetten, seconded by <br />Councilmember Nettles, to approve the Minutes of the July 10, <br />1989 Regular Council Meeting. Motion, Ayes=3, Nays*0, Motion <br />passed. <br />LAKE MINNETONKA CONSERVATION DISTRICT REPORT <br />Mr. Eugene Strommen was present and distributed information <br />clarifying the bidget requirements for the LMCD for 1990. <br />City Administrator Bernhardson informed the Council that he <br />had received a phone call from an Orono resic'nt who expressed <br />concerns regarding the milfoil harvesting. <br />Acting Mayor Callahan asked why the LMCD was in favor of <br />adding 48 boats to Tanager Lake and a 200' dock extending into <br />Lake Minnetonka in the Wayzata area? <br />Mr. Strommen replied that the Minnetonka Boat Works had <br />sufficient shoreline to facilitate such capacity. He said that <br />the majority of the marinas on Lake Minnetonka have a 1:10 ratio; <br />Minnetonka Boat Works had a 1:14 ratio. As to the 200' dock, the <br />Board felt that due to the unusual configurations of the <br />shoreline, the deep water and the amount of density that area is <br />able to handle that Minnetonka Boat Works-Wayzata would be <br />granted a variance allowing for a 200' dock. <br />Councilmember Nettles asked Mr. Strommen how the LMCD <br />separates the aspect of boat storage from the actual usage of <br />those boats on the lake. Mr. Strommen replied that such a <br />concept applied because the request for additional boat storage <br />was for Tanager Lake. <br />CounciImembr Goetten asked whether future reviews of the <br />marinas would occur if circumstances should change? Mr. Strommen <br />responded by saying that every marina had to renew their license <br />on an annual basis. Should any changes arise during any given <br />year, they would be examined at the time of renewal. Goetten <br />said that she was particularly concerned about safety on County <br />Road 15 near the Minnetonka Boat Works. Goetten said that though <br />the County had installed a cross walk, few pecole were using it. <br />Councilmember Netties asked Mr. Strommen for opinion as to <br />the relationship between the LMCD's jurisdiction over the water <br />and a city's land jurisdiction. Nettles Indicated that he would <br />like to have the LMCD approach the respective city when an <br />application is made so to allow that city to provide input and <br />express its concerns. Mr. Strommen replied that the Minnetonka <br />Boat Works had a review before the Planning Commission wherein it <br />was determined that they met the criteria for parking and other <br />such land criteria. Nettles said that the number of parking <br />stalls required was dictated by a formula based on the number of <br />Doat slips. He said that it disturbed him to see green area <br />turned into parking area. He further noted that the City of <br />Orono has, in the past required residents tc remove pools due to
