discussion focused on the importance of a parking plan, a striped drive lane, increased separation <br />between buildings, and the challenges associated with determining a metric for parking; they also <br />reviewed other garage condo development site plans. After their deliberation, the Planning <br />Commission recommended amending the Garage Condo standards as follows (see Exhibit A): <br />1. Off-street parking is required, as follows: <br />i. A minimum of one (1) exterior parking stall shall be provided for each unit with a <br />footprint less than or equal to 200 sq. ft. <br />ii. A minimum of two (2) exterior parking stalls shall be provided for all units with a <br />footprint exceeding 200 sq. ft. in size. <br />2. All principal and accessory buildings shall be separated by a 60 foot minimum setback from <br />other buildings. <br />3. An unobstructed, striped drive aisle, minimum 12 feet wide, shall be provided for vehicle <br />access throughout the site. <br />4. A parking and maneuverability plan demonstrating vehicle accessibility, emergency access, <br />and adequate snow storage areas within the site shall be provided. <br />Public Comment: <br />No public comments have been submitted. <br />6. Staff Recommendation: <br />Staff provided two options for Council's consideration, Planning Commission's proposed language <br />establishing guest parking standards and additional site plan requirements, attached as Exhibit A; <br />or Staffs proposed language (Exhibit B) which requires a parallel parking stall in front of each <br />unit and a limited number of guest parking stalls based on the number of units proposed. <br />Council should review and discuss the two options. Staff recommends Council consider Exhibit B <br />establishing minimum parking standards at this time. <br />COUNCIL ACTION REQUESTED <br />If the Council determines the Planning Commission's parking standards are appropriate, a motion <br />should be made to <br />1) adopt the proposed language for Garage Condo Standards, Ordinance 314, and <br />2) approve the newspaper summary publication (requires 4/5 vote) <br />Exhibits <br />A.
