As you are aware, the applicaion is for a mound system since there is a high ground water condition. Currently, the mound system is unaccep- table in Orono. However, under the "proposed" variance, and the associated requirements would be applicable. I believe that the existing application may also be filed as a variance to the current code, and it is under this premises that I have reviewed the technical data. Initially, we recommend that the applicant have percolation tests conducted in top layer of soil that is unsaturated. If the percolation rate in the top twelve inches or more of natural surface soil is within 30 to 60 minutes per inch, the site can be considered acceptable if the depth of ground water is greater than 2 to 3 feet. If the general site area has a slower per- colation rate or the ground water is generally less than 2 feet, we would recommend denial of the application. Until that time at which percolation tests and additional groundwater depths are submitted, we cannot complete our review of the application. Actual test results should be included in the requested information with a lot map indicating the location of the tests.
