Gerhardson, Public Works Supervisor <br />DATE: February 23, 1977 <br />SUBJECT: DRAINAGE PROBL)Zl: CYGNET PLACE <br />On February 18, 1977, Assistant Zoning Administrator, Alan <br />Olson and myself checked a drainage complaint on Cygnet P1. <br />10 <br />We found the drainage ditch to be full of ice and co!�!pletely <br />blocking the culvert under Cygnet Place. The"t�eason r e <br />tl <br />ice build-up is a constant running of water coming from a <br />fish pond at 80 Cygnet Place, the Robert Winchell residence. <br />On this same date, I called the Winchell's, and talked witt, <br />Mrs. Winchell. She stated that they have been running WaLu. <br />from their house to keep the pond filled, because it is the <br />1� only way their trout will stay alive. I explained to her <br />that because of this, the ice is building up in the drainage <br />ditch and backing up, upstream, and threatening the drain - <br />field at,Mrs. Reginald Ferrell's residence at 3085 Watertown <br />Road. 1 also explained to her that there is so much ice at <br />the inlet and outlet and of the culvert that there is no way <br />for us to clear the culvert. Mrs. Winchell understood the <br />problem and said they would do what they could after she <br />discussed it with her husband. <br />I asked Mrs. Winchell to contact me of <br />also informed her that if we could not <br />between them, the Ferrell's and mysel'P <br />resolved by other people. <br />their decision.
