<br />of spaces intended, and where it can be determined
<br />that such off-street parking shall not be detrimental
<br />to the area in which it will be located by reason of
<br />noise, traffic, lights, smoke, or for other reasons harm-
<br />ful to the community. In no circumstances shall this
<br />off-site (i.e., satellite) parking arrangement provide a
<br />percentage of parking numbers in excess of 50 per-
<br />cent of the number of parking spaces required for any
<br />principal or accessory use for a dockside gaming
