AGENDA ITEM <br />Date: May 27, 2025 <br />Item: 12 <br />Title: 2026 Street Improvement Project Planning and Engineering (Project #26- <br />001) <br />Presenter: Adam Edwards, City Administrator / Engineer <br />Section: City Administrator/Engineer Report <br />Purpose: <br />The purpose of this action item is to gain council approval to begin the planning and design of the <br />2026 Street Maintenance Project. <br />2. Background: <br />The city's annual street project requires considerable planning and design work. In order to be <br />prepared to bid, award, begin and complete construction during the construction window, it is <br />necessary to identify and begin the planning and design process the year prior to planned street <br />project. The proposed streets are identified in the City Pavement Capital Improvement Plan (CIP) <br />list for 2026. The CIP in turn is informed by the recommendations from the streets division and the <br />city engineer based on inspection results. Streets are inspected and assigned a pavement <br />condition index (PCI) rating. The PCI allows a street to street comparisons and provides the data <br />required to conduct street maintenance, programming and planning. The annual street <br />improvement projects are part of a holistic street maintenance process including maintenance, <br />preservation and replacement. As part of the street improvement project we also assess the need <br />for any municipal utility and stormwater improvements. As this is the first street improvement <br />project this council has been a part of, staff will provide a brief presentation on the city's pavement <br />improvement process. <br />Since the 2026 Project includes North Arm Drive it is prudent to consider including the <br />construction of the pedestrian trail envisioned in the 2017 feasibility study. This trail was first <br />suggested by the City's Parks Commission shortly after the commencement of the Lakeview <br />Development. The trail is intended to connect West Branch Road (CSAH 151) and the Lakeview <br />Park with a 4 ft wide gravel pedestrian trail. The city completed a feasibility study which you will <br />find as Exhibit C. Since that time, the city has been projecting the trail project on the Parks CIP to <br />coincide with the timing of the North Arm Road Project. Completing the two projects as one <br />provides the best opportunity to realize cost savings and limit disruption to the neighborhood. <br />3. Scope: <br />a. Planning and engineering will consist of topographic surveying, utility inspections, design, <br />permitting, public input and solicitation of bids for selected roads. <br />b. The scope of work proposed for the 2026 Streets project includes the reclaiming and <br />repaving of North Arm Drive and North Arm Lane, as well as widening North Arm Lane, <br />where possible. The project will also include associated stormwater repairs and sanitary <br />sewer manhole adjustments. <br />59 <br />
