AGENDA ITEM <br />Date: June 9, 2025 <br />Title: 2025 Sewer Rehabilitation Award (25-012) <br />Presenter: Adam Edwards, City Administrator / Engineer <br />Section: Consent Agenda <br />Purpose: <br />The purpose of this action item is to award the 2025 Sanitary Sewer Rehabilitation Project. <br />Item: 9 <br />2. Background: <br />Since 2005, Metropolitan Council Environmental Services (MCES) has identified Orono as one of <br />the communities who contribute excessive inflow and infiltration (I&I). I/I is clear water <br />stormwater and groundwater — that enters the wastewater system. It overloads the system and can <br />cause costly sewer backups into homes and buildings. I&I can also cause sewer overflows into <br />rivers and lakes. <br />The City has been executing a sanitary sewer rehabilitation project annually to reduce I&I. Each <br />year the City works to identify I&I points within the sanitary sewer system thought our annual <br />inspection program. These inspections then inform our rehabilitation efforts for the upcoming <br />years. <br />3. Scope: <br />This Sanitary Sewer Rehabilitation project will consist of 9 Cured -in -Place Pipe Lateral Lining, 8 <br />CIPP Short liner-5 LF, 1 Grouting Manhole/Pipe Connection, the installation of 39 Manhole <br />Internal Chimney Seal, 476 vertical feet of 1" Cementitious Manhole Rehabilitation, and other <br />miscellaneous related work to successfully rehabilitate the existing sanitary sewer system.. The <br />purpose of the project is to reduce I&I into the sanitary sewer systems and extend the life to the <br />existing pipes. (Exhibits A & B) <br />4. Cost: <br />The city received proposals from one contractor for $261,339.76 from Hydro-Klean (Exhibit Q. <br />The engineer's estimate for the project was $268,150. In addition to the construction cost, Bolton <br />and Menk provided a proposal not to exceed $12,800 for construction oversight.
