From: Anderson, Rich <br />To: Adam Edwards; Bob Tunheim; Rich Anderson <br />Cc: Alisa Benson; Jon Schwinaler; Steve Persian; Jacqueline Ricks <br />Subject: RE: Stubbs Bay LID Discussion <br />Date: Wednesday, June 4, 2025 7:46:56 AM <br />Attachments: image001.ona <br />imaoeq 002.ina <br />Good morning, Adam and Mr. Mayor: <br />It's a beautiful day in the Neighborhood today.... <br />I am befuddled by a letter addressed to Eric Evenson and copied to Adam at the city <br />regarding a letter of support that was reconsidered and withdrawn from a previous stance <br />of the LMCD. <br />In my opinion, it missed the mark and goes against the "Lake Minnetonka Vegetation and <br />Aquatic Invasive Species Plan," approved in June 2020.... <br />Notice below that we clearly decided to promote LIDS, i.e., the group trying to form a LID in <br />Stubbs Bay, with help from the LMA.... <br />Please consider this as we go forward with the discussion at the Public Forum next Monday <br />night.... <br />In my work with Crystal Bay formation of trying to get a LID, even though established <br />legislation says "a majority" of petitioners (51 %), I was never comfortable with that <br />percentage of involvement.... <br />Not enough of the masses to make it fair, my thought was to get to 75% or so to bring it up <br />to the council.... Never got there, so I never went forward for Crystal Bay.... <br />Sounds like this group is in the middle to high 70's.... <br />It is refreshing to see the overwhelming support of the residents on that bay to clean it up.... <br />From the 2020 report: <br />LMCD synopsis, form LIDS: <br />Page 30 <br />Recommendation: <br />Results from 2019 aquatic plant focused meander survey efforts conducted on Lake <br />Minnetonka found EWM and native plant growth is mostly light to moderate over much of <br />the nearshore areas that are not involved with bay -wide management areas. In most cases, <br />EWM was intermixed with native species. It is important to note aquatic vegetation density <br />may vary significantly from year to year based on weather and other factors. <br />With the advent of herbicides like ProcellaCOR that are selective for EWM, the impact to <br />non -target species can be minimized by using herbicides as the primary control technique <br />rather than mechanical harvesting, which is a non -selective control technique, thereby <br />meeting the LMCD goal of increasing native aquatic plants. Furthermore, wide, expansive <br />areas, like the EWM beds in Crystal Bay, are most cost-effectively managed with herbicides, <br />thereby meeting the LMCD goal of leveraging available funds. <br />It is recommended that the LMCD work with the LMA, Lake Improvement Districts (e.g., <br />North Arm Bay and Libbs Lake Association), and the MNDNR to identify the areas of the lake <br />in which herbicide treatments are most likely to be effective and the type of herbicide that is <br />best suited for the targeted area. The areas subject to control via herbicides are subject to <br />change annually due to inter -annual changes in aquatic plant growth. Blue Water Science <br />has prepared Table 1, which summarizes the corresponding characteristics for commonly <br />used herbicides. The LMCD will also work with the MNDNR and the LMA, and other <br />stakeholders to evaluate which herbicide to use and when bay -wide techniques should be <br />275 <br />
