FILE # LA25-000019 <br />May 19, 2025 <br />Page 2 of 4 <br /> <br /> <br />standards to achieve consistent site design, while PRDs and RPUDs are specific types of PUDs, typically <br />focused on specific residential uses. <br /> <br /> Planned Unit Development (PUD): A PUD is a type of development where regulations are relaxed <br />to allow for flexible site and building design, potentially including mixed residential and non- <br />residential uses, different housing types, and densities. Utilization of the PUD zoning district <br />within Orono is limited to the Highway 12 Corridor and the Navarre Area. <br /> <br /> Planned Residential Development (PRD): A PRD is a specific type of PUD that, through a CUP <br />process, is limited to residential uses which emphasize flexibility in design and layout. The purpose <br />of a PRD is to enhance the appearance of neighborhoods through preservation of natural open <br />spaces, to counteract the effects of urban congestion and monotony, to provide cohesive structure <br />to neighborhood design, to offer recreation opportunities close to home, and to aid in improving <br />the welfare in general of city residents. <br /> <br />A proposal for PRD is not required to adhere to minimum lot size requirements to be eligible, <br />provided that the total number of building lots or dwelling units shall not exceed the number of <br />units allowed under the minimum lot size requirements of the zoning district in which such land is <br />situated and should contain an open space preservation component. For the subject property, <br />located within the R-1A district (1 unit/acre), a PRD is allowed by CUP but is limited to detached <br />single-family dwellings, and only where the total number of building lots or dwelling units does <br />not exceed the number of lots permitted under the minimum lot size requirements of the zoning <br />district. <br /> <br /> Residential Planned Unit Development (RPUD): <br />Similar to PRDs, RPUDs are also residential-focused PUDs, but specifically encourage innovative and <br />creative designs for mixed residential uses. The purpose of RPUDs within Orono is to accommodate <br />the densities and types of residential development contemplated in the Comprehensive Plan by <br />incorporating the principles of the PUD concept. City Code Section 78-621 outlines the RPUD <br />process to create a development which will encourage some or all of the following: <br />1. Flexibility in land development and redevelopment in order to utilize new techniques of <br />building design, construction and land development; <br />2. Provision of housing to meet lifecycle, and affordable and moderate cost housing needs; <br />3. Energy conservation through the use of more efficient building designs and sitings and the <br />clustering of buildings and land uses; <br />4. Preservation of desirable site characteristics and open space and protection of sensitive <br />environmental features, including steep slopes, poor soils and trees; <br />5. High quality of design and design compatible with surrounding land uses, including both <br />existing and planned; <br />6. Sensitive development in transitional areas located between different land uses and along <br />significant corridors within the city; and <br />7. Development which is consistent with the comprehensive plan. <br /> <br />The total number of units for RPUD must fall within the density guidelines for the property <br />identified in the 2040 Comp Plan, and shall not exceed the number of units permissible under <br />the minimum lot size requirements of the zoning district in which the land is situated. <br /> <br />To summarize, PRDs and RPUDs are subtypes of PUDs, with PRDs being a general term for residential PUDs <br />and RPUDs potentially emphasizing innovative designs or mixed residential uses within a residential PUDs. <br />30
