Date: May 19, 2025 Item: 6.1 <br />Presenter: Melanie Curtis, Planner <br />Section: New Business <br /> <br />Title: LA25-000019, Darryn Beckstrom, 245 Ferndale Rd N, RPUD Concept Plan <br />Review (Staff: Melanie Curtis) <br /> <br /> <br />1.Purpose: <br />The applicant requests non-binding feedback on a Concept Plan for a 2 lot RPUD development. <br />2.MN§15.99 Application Deadline: <br />This application is not subject to the 60-Day review timeline. <br />3.Background: <br />The applicant proposes to redevelop and subdivide the one-acre property at 245 Ferndale Road <br />North as a Residential Planned Unit Development (RPUD) into two, 1/2 acre lots with single- <br />family homes. The property is situated between two subdivisions: Northgate Two, created in 1979 <br />on the south and west (zoned PRD), and Hill O’ Way Manor (“Chevy Chase” neighborhood) <br />created in 1955 on the north (zoned R-1A). The property is guided for Urban Low Density <br />Residential (3-8 units per acre). For a complete analysis please review the Planning Report <br />attached as Exhibit A. <br />4.Staff Recommendation: <br />The project results in a proposed density below the guidance for the property. As proposed, the <br />project would require a comp plan amendment to reduce the density of the one-acre property. Staff <br />finds this change would be inconsistent with the city’s goals.
