<br /> <br />Exhibit F, Stubbs Bay Lake Improvement District Petition. <br />Direct Link: www.stubbsbay.org <br /> <br />Stubbs Bay Lake Improvement District Petition <br />PETITION FOR THE ESTABLISHMENT OF A LAKE IMPROVEMENT DISTRICT <br />To the City of Orono: <br />The undersigned property owners are requesting the City of Orono establish the “Stubbs Bay <br />Lake Improvement District” (SBLID) as proposed below. <br />The SBLID is needed to provide an equitable and stable ongoing funding for Stubbs Bay <br />residents to improve water quality and manage existing aquatic invasive species (AIS), such <br />as Eurasian watermilfoil and curly leaf pondweed in Stubbs Bay, and be positioned to deal <br />with future AIS threats. Voluntary small-scale treatments in past years have been successful <br />but bay-wide management now needed to control Eurasian watermilfoil, curly leaf <br />pondweed and improve water quality in Stubbs Bay. <br /> <br />Absent these treatments, Eurasian watermilfoil and other invasive plants will dominate <br />Stubbs Bay to the detriment of property values, recreational water activities, water quality, <br />lake health, and appearance. <br /> <br />The benefits to the property owners, as well as outside users of Stubbs Bay from the <br />proposed SBLID would be improved recreational uses of the Bay, a return to its natural <br />appearance, and providing a healthy Bay for native aquatic species. As stated, the SBLID is <br />needed to provide an equitable and stable source of funding to help continually manage <br />towards a healthier Bay. <br /> <br />The proposed boundaries of the SBLID are properties with direct or deeded access to the <br />Lake or its coves/channels beginning with the parcel located directly west of the <br />Stubbs/Maxwell Bay Channel (PID 0511723430002, 865 Partenwood Rd, Orono) and all <br />other parcels located in a clockwise direction around the bay ending with the parcel located <br />directly east of the Stubbs Maxwell Bay Channel (PID 0511723430005, 3400 Fox St, Orono, <br />MN 55356 ). All of these properties would benefit from the SBLID improvements. <br /> <br />The SBLID would have five (5) directors all of who own property on the lake or have <br />deeded access and who would be elected at an annual meeting of the property owners. The <br />initial directors would be appointed City of Orono (5 directors). It is requested that the City <br />of Orono provide administrative support and oversight for the SBLID. <br />59
